Heyer, Gruel & Associates (HGA) is a community planning consulting firm providing a wide range of planning services to over 35 municipalities throughout the State of NJ. We are among the largest “pure planning” firms in the State of New Jersey, with particular expertise in the preparation of master plans, zoning ordinances and redevelopment plans. Many of our planning documents have received recognition. Our firm has licensed planners on staff with a diversity of specialties including Master Plans, ordinances, affordable housing, environmental/open space, design and redevelopment. The firm currently serves as the affordable housing planner for approximately 20 municipalities. The firm has prepared numerous Housing Elements/Fair Share Plans. We have testified as expert witnesses in affordable housing litigation and have participated in COAH mediation. •Two principals of the firm teach the comprehensive planning class at Rutgers University.
